It has 2 rod pockets the top fits a 2" flat rod and the bottom fits a 1" rod, when hung the bottom rod is not visible so the fabric lays over it to form the blouson. The chintz fabric allows the valance to form a blouson or balloon appearance to the valance that was very popular in the 80-90s in Country living.
